Lat-RILEM

 The constituent Assembly of the Latin-American Regional Group of RILEM (Lat-RILEM) was held in Buenos Aires (Argentina) on October 1^st  2010 organized by RILEM and AAHES (Asociación Argentina del Hormigón Estructural). The meeting take place in the “Centro Naval” (Florida Street and Córdoba Avenue).

The Constituent Assembly of RILEM Latin-American Group (Lat-RILEM) was held in October 1^ST 2010 with the following Agenda:

TITLE

Art. 1

Under the prescriptions of the Article 5 of Statute of RILEM ("Réunion Internationale des Laboratoires d'Essais et de Recherches sur les Matériaux et les Constructions" or "International Union of Laboratories and Experts in Construction Materials, Systems and Structures") it is conformed a "Latin-American Group of RILEM", or in abbreviated form "Lat-RILEM".

STATUS

Art. 2

Lat-RILEM is a Group conformed by RILEM Members that work inside RILEM organization and in the frame of its Statutes. In this way Lat-RILEM activities are regulated by RILEM Statutes and by the following prescriptions.

Lat-RILEM accepts the following three (3) languages in its inner communications: English, Spanish and Portuguese. Official communication between Lat-RILEM and RILEM will be in English.

ADDRESS

Art. 3

The Group has a fixed address in the "Asociación Argentina del Hormigón Estructural" (AAHES) actually in calle Cerrito 1250, Buenos Aires Argentina, where the Secretariat of the Group sits and where shall be the Archives shall be and the fixed mail address. 

The Group shall have also a temporary address at the Institution where the President appertains.

PURPOSES

Art. 4

The purpose of Lat-RILEM is naturally the same of RILEM: to advance scientific knowledge related to construction materials, systems and structures and to encourage transfer and application of this knowledge in all Latin-American Countries.

This is achieved through collaboration of leading experts in construction practice and science including academics, researchers, testing laboratories and authorities.

The main goals of Lat-RILEM are:

1. To promote RILEM knowledge flowing with Latin-American region and vice versa
2. to promote sustainable and safe construction, and improved performance and cost benefit for society,
3. to stimulate new directions of research and its applications, promoting excellence in construction,
4. to favour and promote cooperation at Latin-American scale by general access to advanced knowledge.
5. To ensure the dissemination of actual technical knowledge among people devoted to design, construction and maintenance of constructions.

Some ways to reach these targets are:

1. Organizing conferences and seminars in Latin America on topics of specific relevance for the region
2. Links with local Universities to help them to arrive to “continuous education for everybody during all their life”.
3. Links with local Institutions of Practitioner Engineers to make possible the “continuous engineering actualization” of their Members.
4. Links with local Industry at Decision, Engineering, Technical and workers level to promote the use of advanced knowledge.

These tasks shall be accomplished by local Groups with the support of RILEM Education Advisory Committee.

MEMBERSHIP

Art. 5

The Latin-American Group shall be composed by all RILEM Members living or working in Latin-America.

New Members acceptation and also its resignation, cancellation and expulsion shall be only decided by RILEM Organization in accordance with Art. 5 and Art. 20 of RILEM Statutes.

Rilem members of any country can be Associated or Honorary members of Lat-RILEM as decided by the Regional Presidium. They can be selected among active participants in the events organized by Lat-RILEM.

ORGANIZATION

Art. 6

The internal organs of Lat-RILEM shall be:

. The Regional Assembly (Asamblea Regional);

. The Regional Presidium (Presidencia Regional);

. The Regional Secretariat. (Secretaría Regional)

REGIONAL ASSEMBLY

Art. 7

The Regional Assembly is the principal organ of the Latin-American Regional Group.

Art. 8

Membership. The Regional Assembly is composed of all Latin-American Members of RILEM.

Art. 9

Presidency. The Regional Assembly shall elect the President and the Vice-President, both being Members of Lat-RILEM. The President is the representative of the Group in RILEM Organization.

The President and the Vice-President are elected for two (2) years and are not re-eligible.

The President during the tenure of his presidency is chairman at meetings of the Regional Assembly and the Regional Presidium. He is still entitled to sit in the Regional Presidium two (2) years after completion of his term of office. The Vice-President assists and if needed replaces the President.

At the end of the second year of the President's term, the Vice President would be elected as President and a new Vice President would be elected by the Regional Assembly.

Art. 10

Meetings of the Regional Assembly. The Regional Assembly meets each two (2) years at the end of the President's term. The meeting will take place in the country of the President.

REGIONAL PRESIDIUM

Art. 11

Composition. The Regional Presidium shall be composed of the President, the Vice-President, the Treasurer and two (2) other members of the Regional Assembly for terms of two (2) years.

Election and re-eligibility. Candidates are proposed by the Regional Presidium and elected by the Regional Assembly. The Treasurer is indefinitely re-eligible.

Art. 12

Tasks. The Regional Presidium shall exercise control of day-to-day affairs of Lat-RILEM and shall ensure that the statutes and rules are observed. It shall be responsible to the Regional Assembly and to the Bureau to which it will submit a report at the end of its term.

Art. 13

Duties. The duties of the Regional Presidium shall include:

1. The promotion of Lat-RILEM in the Region
2. The verification of the accounts of the Regional Secretariat: the opening and management of current accounts, preparation of the budget, and the designation of those amongst its members having the power to sign for the association.

REGIONAL SECRETARIAT

Art. 14

Task. The Regional Secretary shall be the executive organ of the Regional Assembly and the Presidium. It shall direct the finances of the association and shall be responsible for the handling of receipts and expenditures of the association. Arrangements for periodical or occasional publications as are approved by the Presidium shall be made by the Regional Secretariat.

It shall be a direct link between Regional and General Secretaries to ensure a good and efficient administrative development.

Art. 15

Regional Secretary. The Regional Secretary shall be paid by the Regional Group. It shall be appointed by the Presidium after consulting the Members of the Regional Assembly.

The conditions of employment will be made in accordance with local law.

TECHNICAL COMMITTEES

Art. 16

Integration. Lat-RILEM Members shall integrate Technical Committees as any other RILEM Members. They shall be specially charged with the translation to Latin-American languages the final Recommendations of each TC they have integrated.

Art. 17

Technical Committees. The Technical Activities Committee of Rilem (TAC) may set up specialized committees to study certain specific questions of Latin-American Countries. These committees shall have a majority of L.A. Members, to encourage their participation. The inner committee communications may be in Spanish or Portuguese. The final documents of the TC shall be written in one of those languages and in English.

FUNDS

Art. 18.

RILEM will support Lat-RILEM activities in agreement with a proposed working plan.

AMENDMENTS TO THE STATUTES

Art. 19

Amendments to the present Regional Statutes shall be proposed by the Regional Assembly and decided by RILEM General Council. A majority vote of 67% is required

DENOMINACIÓN

Art. 1

Dentro de lo prescripto por el Artículo 5 del los Estatutos de RILEM ("Réunion Internationale des Laboratoires d'Essais et de Recherches sur les Matériaux et les Constructions" o "International Union of Laboratories and Experts in Construction Materials, Systems and Structures" o "Unión Internacional de Laboratorios y Expertos en Materiales de Construcción, Sistemas y Estructuras") se crea el "Grupo Latinoamericano de RILEM", cuyas siglas son "Lat-RILEM".

MARCO LEGAL

Art. 2

Lat-RILEM es un Grupo Regional formado por miembros de RILEM que trabajan en el seno de esta organización y en el encuadre dado por sus Estatutos. En tal sentido las actividades de Lat-RILEM están reguladas por los Estatutos de RILEM y por las presentes prescripciones.

En las comunicaciones internas de Lat-RILEM se aceptan los siguientes tres (3) idiomas: inglés, castellano y portugués. Las comunicaciones oficiales entre Lat-RILEM y RILEM serán en inglés.

EMPLAZAMIENTO

Art. 3

Lat-RILEM tiene su sede permanente en la "Asociación Argentina del Hormigón Estructural" (AAHES), actualmente ubicada en calle Cerrito 1250, Buenos Aires, Argentina; allí tiene su sede la Secretaría del Grupo, se encuentran los Archivos del mismo y constituye su dirección postal. 

El Grupo podrá tener, además, una sede temporaria en la Institución a la que pertenezca su Presidente.

OBJETO

Art. 4

El propósito que se persigue con la creación de Lat-RILEM es, naturalmente, el mismo de RILEM: promover el avance del conocimiento científico relativo a los materiales de construcción, los sistemas y las estructuras y apoyar decididamente la transferencia y aplicación de estos conocimientos en todos los países de Latinoamérica.

Esto se lleva a cabo a través de la colaboración entre expertos en la práctica de la construcción y científicos dedicados al estudio de estos temas, incluyendo académicos, investigadores, laboratorios de ensayos y autoridades.

Los principales objetivos de Lat-RILEM son:

1. promover el intercambio de conocimientos entre RILEM y Latinoamérica,
2. promover la seguridad y sustentabilidad de las construcciones, e incrementar su buen desempeño y el beneficio económico de la sociedad,
3. estimular nuevas líneas de investigación y sus aplicaciones, procurando y promoviendo la excelencia en las construcciones,
4. promover y favorecer la cooperación a escala Latinoamericana a través del acceso generalizado a los conocimientos más recientes,
5. asegurar la difusión del conocimiento técnico más actualizado entre las personas dedicadas al proyecto, la construcción y el mantenimiento de las construcciones.

Algunas de las vías para alcanzar estos objetivos son:

1. Organizar conferencias y seminarios en Latinoamérica referidos a temas de importancia para la región
2. Vincularse con las Universidades locales para colaborar con ellas en la concreción de la “educación para todos durante toda la vida”
3. Vincularse con las organizaciones locales de Profesionales y Empresarios de la ingeniería para hacer posible la “actualización profesional continua” de sus miembros
4. Vincularse con las Industrias locales, tanto en los niveles Directivos, cuanto Ingenieriles y de operarios, para promover la utilización de los conocimientos más avanzados en cada tema

Estas tareas serán desarrolladas por Grupos locales con el apoyo del Comité Asesor para la Educación (Education Advisory Committee) de RILEM.

MIEMBROS

Art. 5

El Grupo Regional Latinoamericano de RILEM se integra con todos los miembros de esta última institución que vivan o trabajen en Latinoamérica.

La aceptación de nuevos miembros, así como la de su renuncia, la cancelación de su inscripción o su expulsión, sólo podrá ser decidida por los Organismos de RILEM según lo establecido en los Art. 5 y 20 de sus Estatutos.

Los miembros de RILEM pertenecientes a países que no integran la región, podrán ser designados Miembros Asociados o Miembros Honorarios de Lat-RILEM por decisión de la Presidencia Regional

ORGANIZACIÓN

Art. 6

Los organismos internos de Lat-RILEM son:

• La Asamblea Regional
• La Presidencia Regional
• El Secretariado Regional

ASAMBLES REGIONAL

Art. 7

La Asamblea Regional es el órgano principal del Grupo Regional Latinoamericano

Art. 8

Miembros. La Asamblea Regional se integra con todos los Miembros Latinoamericanos de RILEM.

Art. 9

Presidencia. La Asamblea Regional elige al Presidente y al Vicepresidente, ambos deberán ser Miembros de Lat-RILEM. El Presidente es el representante natural del Grupo en los Organismos de RILEM.

El Presidente y el Vicepresidente son electos por dos (2) años y no pueden ser reelectos.

Durante el desempeño de su mandato el Presidente Regional preside las reuniones de la Asamblea Regional y de la Presidencia Regional. Formará parte de la Presidencia Regional durante los dos (2) años posteriores a la terminación de su mandato. El Vicepresidente colabora con el Presidente en el ejercicio de sus funciones y lo reemplaza en caso de necesidad.

Al finalizar el Segundo año del mandato del Presidente, el Vicepresidente será designado Presidente y la Asamblea Regional deberá elegir un nuevo Vicepresidente.

Art. 10

Reuniones de la Asamblea Regional. La Asamblea Regional se reúne por lo menos una vez cada dos (2) años al finalizar el mandato del Presidente Regional. La reunión tendrá lugar en el país al que pertenezca el Presidente saliente.

PRESIDENCIA REGIONAL

Art. 11

Composición. La Presidencia Regional está integrada por el Presidente, el Vicepresidente, el Tesorero y dos (2) Miembros de la Asamblea Regional cuyo mandato será de dos (2) años.

Elección y reeligibilidad. Los candidatos son electos por la Asamblea Regional a propuesta de la Presidencia Regional. Sólo el Tesorero puede ser reelecto para cumplir mandatos sucesivos y consecutivos.

Art. 12

Tareas. La Presidencia Regional ejerce el control diario de la marcha de Lat-RILEM y se ocupa de que los Estatutos y demás reglamentaciones sean cumplidos. Será responsable de ello ante la Asamblea Regional y el Bureau; al finalizar su mandato deberá presentar un informe detallado a este último.

Art. 13

Deberes. Los deberes de la Presidencia Regional incluyen:

1. La promoción de Lat-RILEM en la Región
2. La verificación de las rendiciones de cuentas de la Secretaría Regional; la apertura y operación de cuentas Corrientes, la preparación del Presupuesto anual y la designación de aquellos de sus miembros con capacidad para firmar en nombre de la Asociación.

SECRETARÍA REGIONAL

Art. 14

Tareas. La Secretaría Regional es el órgano ejecutivo de la Asamblea y de la Presidencia Regionales. Dirige las finanzas de la Asociación y es la responsable del manejo de sus cobranzas y pagos. Debe realizar las diligencias necesarias para la realización de las publicaciones periódicas u ocasionales aprobadas por la Presidencia Regional.

Tendrá una vinculación permanente con la Secretaría General a fin de garantizar un correcto y eficiente desarrollo administrativo.

Art. 15

Secretario Regional. El salario del Secretario Regional será abonado por el Grupo Regional. Será designado por la Presidencia Regional previa consulta con los miembros de la Asamblea Regional.

Sus condiciones de empleo se deberán ajustar a la legislación local.

COMITÉS TECNICOS

Art. 16

Integración. Los Miembros de Lat-RILEM podrán integrar las Comisiones Técnicas (TC: Technical Committees) de RILEM como cualquier otro miembro de la institución. Estarán específicamente encargados de traducir, a alguna de las lenguas en uso en Latinoamérica, las Recomendaciones Finales (final Recommendations) de cada uno de los TC que hayan integrado.

Art. 17

Comités Técnicos. El Comité de Actividades Técnicas de RILEM (TAC: Technical Activities Committee) establecerá Comisiones Técnicas (TC) especiales para estudiar problemas específicos de los países de Latinoamérica. Estos TC tendrán mayoría de integrantes Latinoamericanos a fin de incentivar su participación. Las comunicaciones internas de estos TC serán en castellano o portugués. Los documentos finales de cada uno de estos TC estarán redactados en alguna de estas lenguas y en inglés.

FONDOS

Art. 18.

RILEM sostendrá económicamente las actividades de Lat-RILEM a partir de planes de trabajo elaborados por esta última.

MODIFICACIÓN DE LOS ESTATUTOS

Art. 19

Las modificaciones al presente Estatuto Regional serán propuestas por la Asamblea Regional y decidida por el General Council de RILEM. Su aprobación requerirá el voto afirmativo del 67% de los Miembros presentes.

III. Future Activities

1) Regional Groups Activities - English version

(Activities of Regional RILEM Groups”, draft version, 23 august 2010)

Regional RILEM Groups should contribute to the transfer of knowledge from RILEM towards their region and vice-verse. This transfer of knowledge should be organized in an appropriate way, considering the possibilities and demands of the specific region.  The following important items should be considered within the transfer of knowledge:

• Doctoral courses: In close cooperation with RILEM EAC, doctoral courses should be organized on a regional level. The language can be a local language, but EAC should be able to check the quality of the organization, if needed by providing an English translation of the scope and contents of the course.
• Other courses: Besides doctoral courses, other courses can be organized for a target audience of practitioners, engineers, architects, …. This should also be done in close cooperation with EAC.
• Seminars, workshops and conferences: Local seminars, workshops and conferences, in a local language, can be organized on topics which are of interest to the region. These activities should be organized in cooperation with RILEM TAC. If relevant, it is advised to have some active contribution (invited lecture, technical committee, …) from international experts.
• Technical Committees: Whenever a new RILEM TC is created, regional groups should spread the information within the region, and look actively for possible members. A local sub-committee could be defined if appropriate, in close cooperation with the RILEM TC chair. Local sub-committees should focus on gathering the regional information, and transferring it to the international RILEM TC. Local sub-committees should not become ‘stand-alone’ committees at any time. Of course, regional RILEM Groups can propose to define a new (fully international) RILEM TC, following the general rules defined within TAC.
• State-of-the art reports: State-of-the-art reports produced by RILEM Technical Committees can be translated by regional languages, in cooperation with TAC.
• Recommendations: RILEM Recommendations produced by RILEM Technical Committees can be translated to regional languages, in cooperation with TAC.
• Books: Technical books in the language of the region, not published through RILEM, could obtain the intellectual support of RILEM, depending on final approval of RILEM EAC.
• Website: Regional groups can define a regional RILEM Website, in the language of the region. This website should contain a translation of the information available on the main RILEM website. It could also obtain additional regional information.  Regional websites should be accessible through the main RILEM Site, and should be approved by RILEM Bureau.
• International partners: The local RILEM Group should contribute to the success of existing agreements with international partners active in the considered region. The local RILEM Group can suggest new partners to the RILEM Bureau.

For the practical organization, the regional RILEM Group can set-up a local secretariat under its own responsibility. This regional secretariat should communicate in an appropriate and efficient way with the general RILEM Secretariat.

 2) Regional Groups Activities - Versión española 

(Actividades de los Grupos Regionales de RILEM, version preliminar del 23.08.10)

Los Grupos Regionales de RILEM contribuirán a fomentar la transferencia de conocimientos entre RILEM y sus regiones y viceversa. Esta transferencia de conocimientos deberá organizarse adecuándola a las posibilidades y demandas de la región de que se trate. Los siguientes ítems deberán ser incluidos en dicha transferencia de conocimientos:

• Cursos de Doctorado: se organizarán Cursos de Doctorado, a nivel regional, trabajando en estrecha colaboración con el Comité de Actividades Educativas (EAC) de RILEM. Los cursos podrán dictarse en alguna lengua local, pero el EAC deberá estar en condiciones de evaluar la calidad de la organización, por ejemplo, haciéndole llegar una versión en inglés de los alcances y contenidos del Curso.

• Otros cursos: en paralelo con los Cursos de Doctorado, podrán organizarse otros destinados a audiencias específicas, como ser Ingenieros, Arquitectos, operarios, etc. Estos también se desarrollarán en estrecha colaboración con el EAC.
• Seminarios, Workshops y Conferencias: Se organizará Seminarios, Workshops y Conferencias referidos a temas de interés regional y desarrollados en alguna lengua local, Estas actividades se organizarán en cooperación con el Comité de Actividades Técnicas (TAC) de RILEM. Si resultase conveniente, se aconseja prever la activa participación de expertos internacionales (dictado de conferencias, reuniones de Comités Técnicos, etc.)
• Comités Técnicos: de cada Comité Técnico (TC) que se forme en RILEM, podrán existir grupos regionales encargados de difundir los correspondientes conocimientos en la región y buscar en ella posibles miembros del citado TC. Si fuese conveniente podrá formarse un Sub-Comité regional del mismo, el que actuará en estrecha colaboración con el Presidente del RILEM TC. Los Sub-Comités locales deberán ocuparse de recolectar la información existente en la región y transmitirla al su TC internacional. Los Sub-Comités locales no podrán transformarse en Comités independientes. Por supuesto, los Grupos Regionales de RILEM pueden proponer la creación de nuevos TC de RILEM (con plena participación internacional) siguiendo las reglas y procedimientos establecidos por el TAC.
• State-of-the-art Reports: Los State-of-the-art Reports producidos por los TC de RILEM podrán ser traducidos a alguna lengua regional, en cooperación con el TAC.
• Recomendaciones: Las Recomendaciones Técnicas producidas por los TC de RILEM, podrán ser traducidos a alguna lengua regional, en cooperación con el TAC.
• Libros: libros técnicos escritos en algún idioma de la región, que no hayan sido publicados por RILEM, pueden tener el apoyo académico de RILEM si cuentan con la aprobación del EAC de RILEM.
• Página Web: los Grupos Regionales pueden poseer “páginas web regionales de RILEM”, operadas en idiomas de la región. Estas páginas web regionales contendrán traducciones de la información obrante en la página web principal de RILEM. Podrá contener, adicionalmente, información regional. El acceso a las Páginas Web Regionales, que deberán contar con la aprobación del Bureau de RILEM, se hará a través del sitio central de RILEM.
• Asociados Internacionales: El Grupo local de RILEM contribuirá al éxito de los acuerdos existentes con socios internacionales que estén activos en la región. El Grupo local de RILEM podrá sugerir nuevos acuerdos al Bureau de RILEM.

Para su organización práctica, el Grupo Regional de RILEM podrá establecer un Secretariado Local bajo su propia responsabilidad. Este Secretariado Regional deberá comunicarse con el Secretariado General de RILEM de manera apropiada y eficiente.
