How does RILEM Work?

RILEM is divided in different decision groups.

The Organisation of RILEM

The functions of RILEM are carried out by:

  • The General Council,
  • The Bureau which is assisted by:
    • The Development Advisory Committee,
    • The Technical Activities Committee,
    • The Secretariat General.

  • More than 1200 experts are involved in our work.
  • 700 members are active in RILEM Technical Committees (TCs)
  • Six clusters coordinate the activities of RILEM TCs.

The General Council 

The General Council is the decision-making body of RILEM. It is called upon to vote on all important decisions submitted by the Bureau.The General Council is composed of the Members of RILEM (but excluding members who have a temporary free membership). All RILEM Members have thus the voting right at the General Council session.

The Bureau

The Bureau, the members of which are elected by the General Council, exercises control of the current affairs of RILEM and ensures that the statutes are observed. It is responsible to the General Council to which it submits an annual report.

The Development Advisory Committee

The Development Advisory Committee advises the Bureau on development policies and international relations. This may involve:

  • Proposal of improvements of the management and development of RILEM
  • Proposal of new initiatives for continuous and improved promotion of RILEM activities worldwide, in cooperation with TAC and EAC
  • Continuous evaluation of the international activities and outreach of RILEM by monitoring appropriate Indicators, including indicators related to regional groups, national groups, and International Partners. 

The committee acts at the request of the Bureau and can also take the initiative of activities in its field of competence. The Development Advisory Committee normally has a membership of ten regional conveners and four experts.

The Technical Activities Committee

All proposals submitted to RILEM, such as working programmes for new Technical Committees and objectives of conferences and workshops, are transmitted by the Secretary General to the TAC for examination. The Technical Advisory Committee presents recommendations to the Bureau. Twice a year, the TAC can also propose new RILEM activities. The TAC ensures that new activities fit within the framework of RILEM.

The Educational Activities Committee

EAC promotes RILEM educational activities worldwide. This includes educational courses such as doctoral courses and short seminars for the profession (e.g. practicing engineers). EAC also promotes educational publications such as Text Books and other teaching material.

The Board of Editors Materials and Structures

Materials and Structures, the flagship publication of RILEM, provides a unique international and interdisciplinary forum for new research findings on the performance of construction materials. A leader in cutting-edge research, the journal is dedicated to the publication of high-quality, original papers examining the fundamental properties of building materials, their characterization and processing techniques, modeling, standardization of test methods, and the application of research results in building and civil engineering. In particular, the scope of Materials and Structures is defined by the topics covered in recent and current RILEM Technical Committees. Materials and Structures also publishes comprehensive reports and recommendations prepared by RILEM’s Technical Committees.

After being submitted to the journal, the papers are initially reviewed by the Editor-in-Chief or the Deputies. If the papers fulfill the general quality requirements and fit the scope of the journal, they are assigned to the Associate Editors, who review the papers and coordinate the further review process with external reviewers.

The Board of Editors RILEM Technical Letters

RILEM Technical Letters is a new open access, online journal of RILEM. Publication fees are sponsored by RILEM. The journal publishes reports of major innovative research or strategic research needs in the field of construction and building materials science in the form of short letters available online.

The letters are submitted on invitation by the Board of Editors. Invitation can be obtained by submitting a proposal to the Editor-in-Chief. The members of the Board of Editors perform initial reviews of the letters and coordinate further review process with external reviewers.

The Secretariat General

The Secretariat General implements the decisions of the General Council and the Bureau. It is responsible for the daily activities and management of the association. It furnishes the necessary assistance for the proper functioning of the Bureau and its Standing Committees. It also coordinates RILEM’s publishing activities (STARs & proceedings). Finally, it is responsible for disseminating information to the members of the association through the new website, the social media (Facebook, LinkedIn and YouTube).
The Secretary General directs and coordinates all of the above activities.
