... the first RILEM Technical Committee, established in 1956, was TC 001-CW “Winter Concreting”, chaired by N.P. Plum? In the mid 90s, RILEM established another TC on this subject, 039-BH “Winter Concreting” chaired by B. A. Krylov. More info about the past TCs can be found here!
