Abstract: Although we have to promote recycling of wastes or by-products, it is dificult to do that as of now because more cost is needed in general to obtain a product from recycled resources than from virgin resources. In this study, a new method for assessing environmental impact of concrete is proposed in order to introduce environmental burdens into the concept of cost so that a product from recycled materials has higher cost-performance than that from virgin materials. The concepts of eco-value and eco-cost are defined in the paper.
