Abstract: India has one of the largest road networks in the world estimated at a total length of more than 4.8 million kms, which being developed at a huge cost is thus a valuable National asset. In India, 73% of total population lives in rural areas, so rural roads are considered to be critically important as they stimulates the overall development by providing access to economic and social services with a replacement value of Rs. 4860 billion. It is vital to preserve these, against loss in value due to detoriation by adopting proper maintenance practices. As per the policy of PMGSY, 5 years routine maintenance is contracted
along with construction itself. But, estimation of this maintenance cost is one of the key problems in the rural road maintenance management. An effort has been made in this study to prepare an excel spread sheet based on NRRDA and PMGSY operation manual guidelines, which gives quick and reliable estimate of maintenance cost. The prepared spread sheet was validated by taking the sanctioned road data for two states Andhra Pradesh and Telangana for the year 2013-2014 from OMMAS of PMGSY. Results shows that the variation between estimated and actual maintenance cost percentage with respect to total construction cost is not more than 2.1%.
