Abstract: An important amount of construction and demolition wastes (CDW) that are currently
generated in several countries are disposed in landfills. Considering the potential management
of more noble uses, application to highways sub-base is an alternative option of increased
interest. Other recognized used, mainly by the academy, is the application as recycled
aggregate for concrete and mortar, which is constrained by aggregate quality. Considering
that the improved quality of recycled aggregates from CDW will increase the recycling rate,
the objective of this paper is to propose a framework based on Multiple Criteria Decision
Analysis (MCDA) considering technological, environmental and economic parameters as
input data to identify the most appropriate CDW management system. The five stages of the
framework are scenario definition, technological evaluation, criteria weighting, scenarios
calculation, and ranking. Different scenarios can be built to reflect the organizational and
stakeholder profile of the business since the weightings directly influence MCDA results. The
proposed framework will be useful to support decisions regarding CDW management, project
management, as well as process change.
