Abstract: The growing interest of French local authorities for local bio-based building materials has led them to use project-based public policy to develop bio-based material economic activities and organize local companies, associations and public organizations in corresponding commodity chains. After having built a model to understand the organization of these projects, we present two ideal-types of strategy that might allow actors to build a shared experience and learn new practices through these project-based public policies.
