The application form, available here, is filled, signed and sent to the RILEM Secretariat General by the proposed TC Chairperson. Some of the details to be supplied are, for instance, the detailed working programme, the expected achievements and the suggested members of the committee who formerly agreed to participate in the TC after circulation of the draft proposal.
