Abstract: In this study a method was proposed to evaluate the environmental performance of concrete based on social cost accounting. The environmental burden factors were firstly examined for the life cycle of concrete. Then, the environmental burdens, associated with the stages from raw material acquisition to concrete's production process inclusive, were estimated by life cycle inventory analyses for fly ash concrete and plain concrete. Furthermore, social costs of two series of freshly mixed concrete were respectively evaluated, which resulted from natural resource consumption, atmospheric emissions, waterborne releases, habitat loss, forest area reduction, and solid waste discharge. Based on the social costs accounting results, the environmental performances of the two series of concrete were assessed, and the superiority of fly ash concrete over plain concrete in environmental performance was quantitatively verified.
