Abstract: The Portuguese framework to evaluate the release of dangerous substances from construction
and demolition recycled materials (C&DRM) is based on performing laboratory batch tests
according to EN 12457-4. The same regulation has adopted as reference, for the contents of the
released dangerous substances, the threshold values provided in the Portuguese legislation in
force (transposed from the Directive 2003/33/EC of the European Parliament and of the Council
of 19 December 2002) for the disposal of waste in landfills for inert waste.
Considering that the batch test, a compliance test, was not developed with the aim to assess the
environmental impact of recycled construction materials from civil engineering works, it has
been argued whether the test conditions are suitable to assess the release of dangerous
substances from C&DRM to be used in road pavements or embankments.
In order to compare the release of dangerous substances in the batch test and in conditions closer
to those existing in unbound granular layers, field leaching tests were carried out in lysimeters.
The obtained results do not allow concluding that the batch test is conservative in relation to
lysimeter test, as mentioned in some published papers.
